While construction necessarily causes disturbances, Caltech and its partners work hard to minimize these impacts.

During construction, contact information for the on-site superintendent will be posted at the job site.
Allowed construction hours are weekdays between 7 a.m. and 7 p.m. and Saturdays between 8 a.m. and 5 p.m. Per the City of Pasadena permitted construction hours, there will be no construction activity on Sundays, City-observed holidays, or at night. Work hours will be strictly enforced.
The project site is within the East Colorado Specific Plan area, and located within the Mid-City Innovation District (pages 41–47 of the plan). The introduction to the East Colorado Specific Plan describes how, throughout the planning process from 2018 through 2022, "the City solicited input from residents, property owners, businesses, community leaders, and other stakeholder groups through a variety of outreach events, public meetings, interviews, and online engagement tools." (Information about the process can be found on pages 9–13 of the plan). The East Colorado Specific Plan was adopted February 28, 2022.
An Environmental Impact Report (EIR) was conducted for Pasadena's General Plan and completed August 2015. A 97-page addendum to the General Plan's EIR for the East Colorado Specific Plan was completed February 2022.
In addition to the Environmental Impact Report for Pasadena's General Plan and the EIR addendum for the East Colorado Specific Plan, studies of traffic, air quality, and noise will be separately conducted for this project by the City and will be made public.
Contractors must adhere to dust mitigation requirements that are regulated by the City of Pasadena and the South Coast Air Quality Management District.
Protective measures used to minimize dust include:
- Installing windscreens on the site perimeter
- Watering exposed soil and active work areas
- Providing shaker plates to remove dirt prior to exiting the jobsite
- Covering truck loads carrying soil or debris
Prior to construction, the project will provide a detailed traffic management plan for the City of Pasadena's review and approval, with the goal of easing traffic-related impacts.
Prior to construction, the developer will consult with the City of Pasadena to establish a pre-approved construction truck route. Truck routes are established to maintain safety and efficiency for all traffic. Prior to construction, a copy of the approved truck routes will be made available.
The completed project will create a better walking experience by providing 20–foot walkways with landscaped areas and new street trees along Holliston Ave. and Green St.
The construction site will be securely fenced. Anyone entering the site will be required to check in, complete a safety orientation, and wear safety glasses, a hard hat, a safety vest, and protective footwear.
